Objectives and Scope 
The Goal of the TA is to protect, manage and develop the water and water
resources to achieve improved quality of life in Lao PDR. The TA will
increase the capacity of the Water Resources Coordination Committee (WRCC)
for river basin water management and develop a water sector policy. The TA
will assist the WRCC to strengthen the water resources management function
with five additional staff. A meta-database will be constructed as a first
step in the process of consolidating water resources data. Nam Ngum river
basin is proposed to allow testing of the process of data consolidation and
creation of the meta-database. Terms of reference for technical assistance
for river basin management will be prepared based on the draft water sector
strategy and action plan (SAP). As the Lao water sector presently lacks a
water policy, the TA will prepare the water sector policy to allow
activities proposed for the SAP to proceed smoothly and to direct
preparation of regulations under the Water and Water Resources Law. The Law
also requires decrees and regulations for its implementation. The TA will
prepare a plan to develop priority cross-sectoral regulations for the Law
to support the SAP. The local human resources capability for developing and
implementing thee regulations will also be assessed. The TA will provide an
awareness program to advise on the activities in the water sector and their
objectives and increase the understanding and knowledge of those in the
water sector agencies and in the general public, through bulletin. 

Procurement 
The TA will be assisted by a team of an international and 3 domestic
consultants over a twelve month period expected to commence in July 1999
and end in June 2000. It is envisaged that 22 person-months of consulting
services will be required, comprising 4 person-months of an international
Institutional Development Specialist and 12 person-months of a domestic
Water Resources Engineer, 3 person-months of a domestic social development
expert, and 3 person-months of domestic legal expert. The consultants will
have proven expertise in handling all professional aspects of water
resources management issues in Asia and have direct experience in the water
sector in Lao PDR.
