Okay, now suppose we have two levels of government, nations, disagreeing
on who has legal authority to allow or deny project implementation.

Suppose the larger, more powerful, decides to proceed without the
approval of the smaller. How is the smaller to emphasize the 
seriousness it attaches to the breach of protocol? Does its police/army
have the right to use gunfire as warning?
