There are several Tibet advocacy groups in the UK and in North America;
try contacting TIN (Tibet Information Network) in London who have a large
library, albeit more organised with respect to some subjects than others.
There was also a Sino-West German scientific expedition to Tibet a few
years ago (amongst many I'm sure) which produced some results on water
(geothermals surveys as well), but I hadn't heard anything about the
Brahmaputra.
When you stated that the project would be 'twice the size of TGP' did you
mean in terms of area flooded, or in terms of energy generation? Seems
hard to believe...
