NPC commitment on SRMP remains firm

ITOGON, Benguet - "Hindi kami tumatakbo sa aming mga commitments. Ayaw
naming hind kayo mag-trust sa amin." (We are not running away from our
commitments. We do not want you not to trust us.)

This was the assuring statement of National Power Corporation Watershed
Management Division manager Greg Paredes to members of the Itogon municipal
council when asked on the status of funding for the integrated watershed
management plan in connection with the San Roque Multipurpose Project.

The council last week discussed "Compliance Status of 17 Conditionalities"
set by the municipal government in Resolution No. 109-97 in endorsing the
SRMP.

The move was aimed at determining the level of compliance by concerned
line agencies and various government bodies created purposely to address
concerns of the municipal government and the project-affected persons.

While the LGU has continuously undertaken regular compliance assessment of
the 17 conditionalities, this was the first time that the council formally
accepted "Matric of Compliance" prepared by councilor Michael Tauli in
relation to a joint motion of councilors Gerard Cornel and Trazon Fianza
"Withdrawing Endorsement of the SRMP two weeks ago.

The proposed resolution noted the non-issuance of tenurial instruments for
the people of Itogon although the LGU has already endorsed the project.

The proposed resolution stated among others that although an integrated
watershed management plan was completed and accepted by the LGU, "it remains
without funds up to the present." It added that an "assessment of the
compliance of the 17 conditionalities reveals much to be desired."

To determine the merits of the proposed recall of the LGU endorsement, the
council invited representatives of the NPC to provide an update on its
commitments.

Other than funding for the watershed management plan, other issues raised
were the alternative sources of livelihood which have not been
satisfactorily complied with and the resettlement program for the affected
residents.

Paredes told the council that NPC committed a total of about P101 million
for the implementation of the four-year Upper and Lower Agno watershed
management plan. Part of this amount is the allocation for the San Roque
watershed amounting to P28.7 million; for Binga pegged at P30.02 million and
P43.358 for the Ambuklao area.

Paredes said that the NPC Watershed Management Department prepared a 10-year
comprehensive plan for the entire Lower Agno with a budget requirement of
P308.7 million. He assured that the NPC has a separate budget from that of
the DENR. The DENR earlier disclosed a budget requirement of P745 million
for its four-year integrated watershed management plan to be implemented
starting next year.

Meanwhile, SRMP Community Relations Sectioon OIC Irene Francisco said that
NPC president Federico Puno has considered taking over the implementation of
livelihood components for affected residents from the Task Force for
Resettlement and Livelihood, a unit attached to the Office of Presidential
Committee on Flagship Programs and Project heade d by Sec. Robert
Aventajado. The TFRL failed to deliver the expected results due to lack of
accessibility.
