Gujarat & MP CMs clash over Narmada rehabilitation
Wednesday, January 10 (New Delhi):
The meeting of the NCA review committee today was fraught with
disagreements. Sharp disputes over who will bear the resettlement
cost of those displaced by the Narmada dam project came up at a crucial
meeting of the Narmada Control Authority (NCA) review committee,
which was attended by the chief ministers of Madhya Pradesh
and Gujarat and officials from Maharashtra and Rajasthan and was
chaired by Union Water Resources Minister Arjun Sethi. Gujarat, MP,
Maharashtra and Rajasthan are the four beneficiary states of the
Narmada project.
The various issues on the agenda were the fixing
of a timetable for construction of the Sardar Sarovar dam, the dam's
height, and the resettlement of project affected people (PAPs). Of
the 40,000 families displaced by the dam, 33,000 fall within Madhya
Pradesh. However, MP CM Digvijay Singh said today that he has no
more land to accommodate these people. So far, 4,500 families
have been resettled in Gujarat and 3,774 in Madhya Pradesh.
Madhya Pradesh was reportedly expected to take a
positive view regarding Gujarat's proposal to increase the dam
height by 5 m. The height had already been raised from 85 m to 90 m.
Gujarat would like the height of the dam to be raised to 110 m by
June 2002, instead of by June 2003, so that beneficiary states could
start deriving project benefits as early as possible.
Also on the agenda was MP, Maharashtra and
Rajasthan's outstanding dues to Gujarat for construction of the dam.

ACTION PLAN FINALISED BY THE NARMADA CONTROL AUTHORITY TO
COMPLETE THE DAM BY 2005
8TH MEETING OF THE REVIEW COMMITTEE OF NCA HELD TODAY
The 8th meeting of the Review Committee of NCA under the
Chairmanship of Shri Arjun Charan Sethi, Union Minister of Water Resources was
held here today. The main agenda before the Review Committee was the
Action Plan
finalised by the NCA to complete the dam in stages by June 2005 after ensuring
implementation of Rehabilitation and Resettlement (R&R). The Action Plan was
accepted by the Committee. Shri Digvijay Singh, Chief Minister of Madhya
Pradesh pointed out that the twin issues of non-availability of
agricultural land in M.P. for
allotment and rehabilitation of the village as a unit could slow down
the implementation.
It was, however, agreed that all efforts would be made to address these issues
satisfactorily so that the Action Plan could be implemented as drawn.
Other important issues discussed were the provision of an irrigation bye-pass
tunnel, sharing of the cost of R&R and the timely release of funds by the party
states to Gujarat. The Committee noted the concern of party states about the
availability of required funds to complete the project. It was
decided that all the
states with the help of the Union Ministry of Water Resources would
explore the possibility of augmenting the financial resources to bridge
the resource gap.
Shri Keshu Bhai Patel, Chief Minister of Gujarat and Shri Thorat,
Minister for Irrigation, Government of Maharashtra, Shri T. R. Baalu,
Union Minister for
Environment & Forest and Shri Subhash Yadav, Dy. Chief Minister of
M.P. were also
present and took part in the deliberation. The meeting was
significant as it was the
first meeting held after the judgement of the Supreme Court delivered
on 18th October,
2000, in the writ petition filed against Sardar Sarovar Project.
The Committee decided to meet frequently to review the
implementation of the project.
