HOMEBOUND? : Protection and Politics of Afghan Refugees

Although the repatriation of Afghan refugees from Iran has been delayed due
to the hesitation of the Afghan Interim Authority (AIA) to sign the
tripartite agreement with the Islamic Republic of Iran and UNHCR, UNHCR
states that it still encourages voluntary repatriation to Afghanistan.  IDPs
in Herat and Kabul are being offered packages by UNHCR to return to areas
where security is tenuous.

In her presentation Dr. Annette Ittig will focus on:
-What are the ethic of returning refugees and IDPs to a uncertain security
situation?
-What are the protection issues - both physical and legal - involved?
-What are the protection strategies, and the local coping strategies,
involved?
-How will the establishment of a Human Rights Commission and a Truth
Commission impact on the protection of civilians?

These issues will be examined through specific case studies at this session.

Dr. Annette Ittig is an area specialist and humanitarian aid worker with
extensive project management experience in Afghanistan, Pakistan and Iran.
She has undertaken assignments with Afghan refugees in Pakistan and Iran,
and Afghan IDPs and returnees in Afghanistan for various UN agencies and
NGOs, including UNICEF, UNOCHA, World Food Program, UNDP, the World Bank and
the International Rescue Committee.  Her most recent mission in February
this year
was an assessment for IRC on conditions for Afghan refugees and IDPs in Iran
and Western Afghanistan.    She received her doctorate from University of
Oxford.

She is currently a DFAIT Human Security Fellow, with affiliation to York
University's Centre for International and Security Studies, and her research
focuses upon the protection of civilians in the Afghanistan context.
